RXR Receives Councilperson Support for Shelter Conversion

Scott Rechler’s RXR is poised to redevelop a Clinton Hill site briefly used as a migrant shelter after scoring support from a key legislator.

The City Council’s land-use committee and zoning subcommittee unanimously approved RXR’s rezoning application for the conversion of 47 Hall Street in the Brooklyn neighborhood, Crain’s reported. Local councilmember Crystal Hudson voted in favor of the land-use decision.

“With this application, this space will finally maximize its potential and secure additional housing in the high-demand neighborhood of Clinton Hill,” Hudson said, according to the outlet.

RXR’s campus would span 933,000 square feet across both converted buildings and new construction. There would be 620 apartments — including 150 to 180 affordable units — 48,000 square feet of retail space, 161,000 square feet of self-storage space and 36,000 square feet for parking.

The development site is a full block between Park and Flushing avenues, under the Brooklyn-Queens Expressway and across the street from the Brooklyn Navy Yard.  

The property has been vacant since 2023, when it was leased to New York City Health + Hospitals to be utilized as a migrant shelter. Portions of the space have been used to house more than 3,000 asylum seekers.

The lease for the health and hospital system expired in March.

RXR acquired the property in 2016 for more than $160 million but was forced to pause in the middle of renovations after the onset of the pandemic. The development, slated as “The Hall,” was originally on track to be converted to luxury office space.

The City Council is expected to vote on RXR’s project next week before it heads to the mayor’s desk.

Rechler’s firm recently scored another victory when it hit 100 percent occupancy for its Midtown office tower at 1285 Sixth Avenue.
