Alleged Adams Straw Donor Planning Park Slope Building

An alleged Eric Adams crony has a new development project.
Tolib Mansurov, a Brooklyn developer and alleged straw donor to Mayor Eric Adams, is planning a new building, Crain’s reported.
Mansurov founded and heads United Elite Group. The firm owns 67 Fourth Avenue in Park Slope, where plans were filed Monday for a 14-story construction project.
Mansurov was accused by federal prosecutors of arranging illegal straw donations to Adams’ 2021 mayoral campaign in exchange for help smoothing over any problems at the buildings department for United Elite Group. Mansurov, a leader in the Brooklyn Uzbek community, also allegedly sought Adams’ help strengthening the image of Uzbekistan.
Mansurov has not faced charges and has denied allegations of money laundering, The City reported in May. He did not immediately answer a comment request from The Real Deal.
The plans propose an 88,943-square-foot, mixed-use building with 99 apartment units, Crain’s reported. The cellar of the building would include a lounge, coworking area, children’s room and gym, along with bicycle parking, while the first floor would contain retail and recreational space.
Mansurov is connected to the property through shell company 75 Fourth Ave LLC. In 2022, he signed the deed for the buyer in a $3.9 million deal to purchase the land and the four-story building that stands there now.
That same LLC was involved in what law enforcement considered suspicious activity, according to court documents. Two $11.7 million payments to accounts associated with Mansurov, followed by the LLC’s $13 million purchase of four other properties on the block in 2020, alerted FBI investigators to potential efforts to conceal the nature and source of the funds.
Crain’s identified 69, 71, 73 and 75 Fourth Avenues as the four other purchased properties based on matching details from court documents to publicly available sale records.
The case against Adams was dropped in April by the Trump administration’s Justice Department. Six federal attorneys resigned rather than carry out the order to dismiss.
